What is PhilHealth?
The Philippine Health Insurance Corporation (PhilHealth) is a government corporation attached to the Department of Health. It oversees the National Health Insurance Program, which was created to guarantee that all Filipinos have access to affordable and quality medical care.
Who are Eligible to Become a Member?
If you’re one of the following type of individuals, you must enroll yourself in PhilHealth:
- Employees
- Voluntary members
- Lifetime members
Workers in the government and private sectors who have established employee-employer relations are qualified under this program. Employers require your PhilHealth number when you apply for a job to enable to them to pay your monthly contributions. PhilHealth is one of the mandatory benefits together with Social Security and Pag-IBIG Funds.

Lifetime members are:
- Individuals aged 60 years and above and have paid at least 120 monthly contributions with PhilHealth and the former Medicare Programs of SSS and GSIS;

- SSS underground miner-retirees aged 55 years above and have paid at least 120m monthly contributions with PhilHealth and the former Medicare Programs of SSS and GSIS;
- SSS and GSIS pensioners prior to March 4, 1995.
What is PhilHealth Identification Number?
Philhealth Identification Number (PIN) or PhilHealth Number is a 12-digit number combination which are uniquely issued to individuals who successfully registered themselves with PhilHealth. It serves as an ID number in your PhilHealth ID card.
PhilHealth Members Benefits
The government’s national health insurance program, known as PhilHealth or the Philippine Health Insurance Corporation, is required to offer its qualified members services including hospitalization and other medical expenditure coverage. This implies that having a PhilHealth membership is crucial for your overall health and well-being, both physically and financially.
There are five types of benefits offered by PhilHealth to its members.
Inpatient Benefits
- These benefits are paid via All Case Rates to the authorized Health Care Institution (HCI).
- Prior to discharge, the HCI should subtract the case rate amount from the member’s total cost, which shall include the professional fees of attending physicians.
- The case rate amount includes hospital costs and the attending physician’s professional fees.
Outpatient Benefits
Medical conditions that don’t necessitate hospitalization will also be covered by PhilHealth. Your coverage cover the following medical treatments and services:

Z Benefits

This guide will demonstrate two ways on how to be a PhilHealth member. The first method is thru online while the other method is on-site or walk-in registration.
PhilHealth Online Registration 2022: New Membership Guide
Back in the days, PhilHealth has its own systematic and automatic registration process online called e-Registration and Amendment System (eRAS).
However, this site has long been under maintenance and until to date no updates were given PhilHealth. Fortunately, there is another way of becoming a PhilHealth member online. You’re going to register yourself via email.
First step of this process is preparing what are needed in order to perform the whole process. The following things are required:
- Laptop, PC, Smartphone. You only need one of these as long as it can reach internet.
- Internet Connection. Stable WiFi or mobile date connection is also required to surf the web.
- PSA Birth Certificate. This will be used as the primary supporting document for the registration process.
- Valid ID Cards issued by the Philippines Government. Aside from the primary supporting documents, at least one (1) valid ID is also required.
- Active email address. You will need this to send the application to PhilHealth email address in your region.
Here are the steps to getting the process done:
- Fill out the Fill out the PhilHealth Member Registration Form or PMRF.
- Send your completed PMRF to actioncenter@philhealth.gov.ph. Acceptable file formats are PDF and JPEG. Also, attach a copy or photo of your valid ID. Follow this email subject format: Register<space>Name<space>City/Province, Region. Alternatively, you can also send your application to regional email address found here. - Wait for PhilHealth to issue your Philhealth Identification Number (PIN) that’ll be sent to your email address.
PhilHealth Walk-in Registration 2022: New Membership Guide
If the online registration process sounds complication to do, you can follow this method instead. Walk-in registration is the old but still accepted way of registering yourself in PhilHeath. This is involves going to the nearest local health insurance office (LHIO), falling in lines, and traveling.
Here are the steps for walk-in registration:
- Fill out two (2) copies of the PhilHealth Member Registration Form or PMRF.
- Head to any of the Local Health Insurance Offices (LHIO) of PhilHealth Express outlets nationwide. A list of complete PhilHealth offices can be found here.
- Submit the complete PMRF to front desk representative.
- Await your Members Date Record (MDR) and your PhilHealth ID Card.
- Optionally, you can pay your first PhilHealth premium at the day of registration.
